Economic Think Tank Reviews the 'Fiscal Cliffhanger'

The 112th Congress and the White House negotiated legislation to keep some of the Bush era tax cuts and delay government spending cuts for two months.  Today, the Urban Institute held a discussion titled "Fiscal Cliffhanger: Playing Chicken at the Policy Precipice."

A panel of former senior officials from the White House and Congressional Budget Office (CBO) provided an analysis of what the so-called "fiscal cliff" debate accomplished and what the bill did not achieve, and what is likely to happen in 2013.

Participants included: Donald Marron, director of the Urban-Brookings Tax Policy Center; Rudolph Penner, fellow at the Urban Institute; Robert Reischauer, president emeritus of the Urban Institute and Howard Gleckman, resident fellow at the Urban Institute.

On Tuesday night by a vote of 257-167 the House passed HR 8, the Tax Relief Extension Act, which the Senate passed early Tuesday morning by a vote of 89 to 8. The so-called "fiscal cliff" agreement had been negotiated Monday between Senate Minority Leader Mitch McConnell (R-KY) and Vice President Joe Biden. The legislation keeps the Bush era tax cuts for individuals making less than $400,000 and couples making less that $450,000. It also makes permanent the fixes for the Alternative Minimum Tax and delays government spending cuts for two months. On Wednesday, the President signed the legislation which avoided the so called "fiscal cliff." 

Pres. Obama Remarks on 'Fiscal Cliff'

Pres. Obama delivered remarks on the "fiscal cliff" at a White House event with middle class Americans. He announced that a deal was "within sight, but not done yet." The President also discussed how the "fiscal cliff" would affect middle class taxpayers if no deal is reached. If no agreement takes place and is voted on in Congress before midnight, taxes will rise for almost all taxpayers and mandatory cuts will take place in defense and non-defense agencies.
